That with respect to Notice of Motion EC2026-0837, the following be adopted, as amended:

BE IT RESOLVED that Council direct City Administration to:


1. Evaluate the Province of Albertas appetite to designate identified TOC sites as Community Revitalization Levy areas via Provincial regulation;

2. Assess the scope of finance, planning and regulatory work required to create and support the implementation and application of a Community Revitalization Levy under Division 4.1 of the Municipal Government Act to support the capital requirements associated with enabling infrastructure and parking needs at CMLC-led TOC sites; and

3. Report back to Executive Committee no later than November 3rd, 2026 with recommendations and associated next steps.
